From 23 round one line ups, we have, naturally, 23 winners. In order to ensure we work down to a quarter-final, semi-final, final format, we need to at some point end up with 16 (so as to then have 8, 4, etc). So, the 3 'losers' with the most votes will also go through to the next round, giving us 26.

The same for round 2. 'Winners' (there'll be 13 of them )go through to the last 16, plus the 3 losers with the most votes. From then, it's a straight knock-out to the final.
